As of June 5th, 2023, the State of Illinois has made the final adoption of the new notary public administrative rules and procedures for the changes that were made January 1, 2022, and that were supposed to go into effect July 1, 2022. Some of those changes went into effect July 1st, 2023. The remaining new laws will go into effect on January 1st, 2024.
Two changes in the Notary law will now require a mandatory training course of no less than 180 minutes (3 hours) and the successful passing of a 50 question exam (passing of at least 85%). No new or renewing notary will be issued a notary commission if both of these requirements have not been met. Notaries may now conduct remote online and electronic notarizations (with training and testing.)
The State of Illinois will be going through the selection process of approving vendors that may provide the mandatory training and testing. Roman Endeavors Inc will be applying to be an approved vendor. Other changes to the law include new notary journal compliance requirements, and the ability to certify copies of specific documents.
